What other legal options do you have to emigrate family members into the US?

I have placed a petition for my handicapped sister in 2000 and her case has not moved at all. My parents were moving back and forth so I was born here by sheer coincidence. I have job at a tech firm in the US and make a decent living to support her. Everything should be ok except the timeline of the brother-sister process. Can I adopt her or something to speed things up? She is not a minor but is severely mentally handicapped and my parents are getting quite old.

No, you cannot adopt her. Unlikely she will ever get a green card. If something happens to you, she will be a burden to the taxpayers of the US who will have to support her and pay for her medical care.

Nothing can be done. With her condition there is likelihood of visa denial when it becomes available as she is likely to become a public charge.

Nothing will speed it up. Even when the visa is available she'll have a difficult time getting the visa. She'll have to convince the Consulate Officer that she will not become a burden on the American taxpayers. She will not be eligible for Medicaid, SSI or any other public means tested assistance.
