is it illegal to make on campus workers pay for parking?

my girlfriend works for chartwells, a food company that works with whitewater university. she has a job in a food hall on campus where parking spaces are really limited. as of this school year, there are no more free parking spots, only meters, and the campus expects anyone working on campus, whether for the school or its affiliates, to pay for parking during all hours of the day. is this legal for the school to do or can we threaten with lawsuit or something?
