What does it mean when your interviewer does/ says this?

So I went into an interview today recommended by the vice president of the company. The job fact sheet stated that this was an entry level job and no experience was needed, but my interviewer said he needed people with experience in law (thats' a lot different than "no experience necessary"). He WAS however very cordial and gave me the entire interview anyway which lasted an hour and a half, and he seemed to like me a lot. It was the best interview I'd ever had. So what does it mean when he says he'll "email me" applications to other jobs within the company and foreward my resume and interview profile to HR? Is that just a polite way of saying "go away dummy", or is he actually going to help me find a job elsewhere in the company? He isnt HR, he is a senior claims analyst. (It's insurance). Should I treat this as a lost cause, since he untimately did not give me the job (because of the law experience) EVEN though I had a huge recommendation? Its really hard to get a job when you're only 20, having no previous work experience, and only half a degree. This first job is so hard to get. Its been six months of dead end interviews at fast food, retail, and now for the first time corporate offices.No one wants to hire someone without experience.
