Do most employers conduct background checks before or after verbally offering a job to an applicant?

I asked my older sister, whom is a HR Recruiter, and I also asked an HR person from another company. Both of them said that, in regards to the companies they work for, they do background checks, employment verifications, reference checks, etc. only after a verbally offer for a job has been made to an applicant. *verbal offer

Yes, most of the companies do background check of the candidates they sent offers. Sometime they perform the basic check before sending the offer too... More

My daughter is a HR recruiter. Her company does the background checks after first or second interviews, when the number of potential candidates has been narrowed down, before the applicant is offered the job.
