How do you teach a child to read?

This is a little embarrassing, but my 9 year old brother can't read. Whenever someone brings this up to him, he tries to get away or change the subject, so he's stubborn about reading. School isn't helping, so how can I or other family members teach him to read?

Phonics Reader (something named similar to that) is what taught me. It came with like 30 or more little books of different reading levels. Even if that doesn't exist anymore then there are other programs to buy elsewhere.

Make him or her relate with pictures. Find a book that is loaded with pictures.
