Why was it not Republicans job to create jobs with Bush but now tell us Obama is not creating enough?

What do Republicans want the government making our shoes? Republicans told us in 2004 it is not the presidents job to create jobs. Generation outsource messed up the economy not Obama. All Obama has done is keep us safer then Republicans.
