What is the definition of research assistant?

In a university, is a phd student doing research called research assistant ? What is his additional job ? Is his hierarchy inferior to a lecturer (or a lecturer can also be research assistant )?

A PHD student, usually lectures the lowest level undergraduate students. When he graduates with his PHD, he can teach upper level undergrad and grad students as well
