Why is the other Filipinos are currently working in abroad?

Since the Malaysians are truly living in Malaysia, but, if the salary and the job is not enough, they are truly moved to Singapore, what about the Filipinos living in the homeland, the Philippines, since the Filipinos (or the other Filipinos), if the salary and the job is not enough, why is all of them are transferred to the other countries to have any salary and also, have any jobs, why not transfer to any places like Cebu, Mactan, Palawan, Boracay, Davao, and Laguna?

The reason for this is, the government representatives negotiate with other countries to provide jobs for Filipinos that provide huge income to the Philippines.
