How is it that people still get suckered into internet and phone scams?

We all hear about them and know how to avoid them, and to do research first. The "college educated" office manager at my job (whose told me on numerous occasions to avoid phone carrier scams) fell for a phone carrier scam last week. They totally took over, now our phone system, server, internet is down. I did research at home, and found out that they are a sham company, who promises to save money on long distance yet never does, and they cancel all your other services with your phone carrier. Why do perfectly "intelligent" people still fall for these types of scams?

Because for many people it is simply too hard to resist a bargain. And perhaps because of some high-pressure sales tactics your office manager simply caved in, ignoring the advise he gives to others.
