No. Current American politicians have stupid, backward views - how can you call them professional? And currently the USA is in trillions of dollars of debt - how is that functioning properly?

Yes, but that would require people to volunteer their time. Look at what the Continental Congress accomplished, and the first hundred years of governance under the Constitution. Few of the elected were professionals as far as bureaucrats go, but they seemed to get a lot done,
