Why do people gripe at supervisors who are only carrying out orders?

Why is it when a supervisor is having his workers do something a certain way because his highers ups want it done that way that the people below the supervisor question and complain to the supervisor like he can do something about it? Why do the people who work for the supervisor question why he doesn't do certain things knowing the supervisor doesn't have the power to do them?

I will sum this up in a nutshell: People think THEY are right, people DO NOT like being told what to do, people DO NOT like to work. the supervisor does have the power...if people are griping, then they might just have a good reason for it....within reason, policies can be broken...if you're running a business then you will learn that if you want to keep a customer.
