How can we create more jobs in Oct. than in Sept. and the unemployment rate go up 0.1%?

IN September, we created 117,000 new jobs and the unemployment rate dropped 0.3%. In October, we created over 170,000 new jobs and the unemployment rated actually rose 0.1%. So, in September the jobless rate supposedly dropped from 8.2% to 7.8%, while in October it rose to 7.9%. It looks like someone is trying to "cook the books", as it were.
