How can I become a foriegn exchange student with a low budget?

I am in seventh grade and it has been my life's dream to become a foriegn exchange student to Australia. I spoke with my mom about it last year and she said maybe for my senior year (which is the same in Australia). The problem is we have a very low budget. I can save up maybe $1000 before I'm 17. I can get a job, etc. My mom doesn't have a job. I have heard about scholarships. How can I get those? I also heard you have to get accepted for a foriegn exchange program and accepted into Australia. Is this true? What are some perks that might make them want to accept me? I also am interested in going to Queensland. Is there anything I should know? My mom isn't very thrilled about my idea to go there. She is a strong conservative and doesn't like their form of government. How can I convince her to let me go? Please help. If you have any tips about what it's like and where I what's the best part of Australia that would be nice too. Thank you!

Many exchange programs will not guarantee placement in a particular country. AFS (American Field Service) is, I think, the best program available. It does have some financial assistance available.
