Do you need licenses to sell food in the workplace?

Recently my place of work have introduced a kitchen lady who is selling food to staff in the office and the warehouse. The lady who does this is working for herself and I don't think she has the necessary licenses to sell food. The office on a whole are sick to death of the smell of a chip fat all day everyday, we have made several complaints to the management team to be told "Deal with it" Not only does the office now smells of chip fat on a daily basis but the food is terrible and over priced. Not only that but I thought appliances should be tested before being used in the place of work, none of the appliances have been tested, One member of staff actually used her appliances and stupidly left it on all weekend which should it have caused a fire then none of us would have a job to come back to. Can someone please advise what licenses are required and who to contact to make a complaint as work are not going to deal with this and It's driving us all nuts. Many thanks in advance.

to sell food you need to be registered, which is not the same as a licence, health and safety and trading standards should have been informed also the fire brigade, because the workplace needs a safety certificate and a regular fire check. tell your company that any insurance they carry will be violated if these... Have a quiet word with health and safety officer of the local authority in which your workplace is situated. I don't think you need licenses but you do have obligations to follow all the health and hygiene regulations, this woman is just trying to make a living, she may have a family to support?
