What can the U.S. do to lower its debt?

The United States debt has risen exponentially. What are some things they can do to cut spending? Also, who are they in debt to?

Both parties want to cut taxes and increase spending. This is not the way to balance the budget, of course. There is no interest to lower the national debt. How can you say with words that you want the debt lowered, and at the same time keep spending like there is no tomorrow? The way our govt.is going, the U.S. isn't going to around much longer. Markers are going to be called in VERY SOON.
