What should a person do from a different country now living in the United States?

I have an uncle that has been petitioned to come over here to live in the States from the Philippines. Like older foreign people, the English language is not fully learned and sentences are not understood. I want my uncle to have a life here with my parents in Phoenix, AZ. My parents as well do not know what he should do, as his trip here was not really thought out. Are there special programs he can administer in from the government to learn English? School? ESL class? Jobs? My parents don't have lots of money so I would like information that will give my uncle a start? Any recommendations? Step By step process? Contact the local library near where he will be living. Literacy nonprofits provide English classes free of charge. The Library staff can give you the contact information

Your local community college is also a great resource for providing ESL classes and guidance for those newly arrived in the United States. There are many resources out there, and your local community college is a great place to start.
