How do I overcome my shyness and being a social outcast?

I'm 16 and I'm extremely shy. I have no friends at all because everyone has left me when they found other friends they actually have something in common with. So I'm always alone, in school and during my free time. I have no one to talk to and sometimes I feel as if I'm gonna burst from all the things I'd need to get out, need to talk about. And don't just come and say that I need to talk to people more. I know but I can't. I never know what to say and I suck at small talk. And most of the time I leave things unsaid just because I think people aren't interested in hearing it and couldn't care any less. And from here we get to another problem of mine. I have a non-existent self esteem. I'm constantly worring what other people will think of me so I leave things I'd want to do undone and things unsaid. And it doesn't help things that I can't seem to be able to learn new things and then I always end up crying because think I'm worthless. Also all the guys in school are already friends with each others so I don't think I nor them would be comfortable with me trying to become a part of their group. And because I've been without friends already for a few years I don't think anyone would want to be the friend of a social outcast. I don't even get invited to the parties my classmates organize but they invite people they barely know. Lately I've been talking to people in chat rooms to fill in the space having no friends leaves and just to be able to talk to people. But because my mom thinks it's dangerous she has banned those sites from me and now I'm even more lonely. I don't think she really realized that talking in those sites made me feel a little less lonely. So what can I do to get rid of my shyness or at least make it more bearable? What can I do to improve my self esteem? And what can I do to get friends? And if possible not just from my school but also outside of school, people that I don't know. How can I get to know people I've never met before?

I can't really offer you any advice, but i just want to thank you. All that you have described is how i feel. I'm in a really bad place with myself at the moment, i hate myself and i am dreading returning to school tomorrow because i know it will awful. Start doing some volunteer work. You will meet people and at the same time feel good that you are helping.
