I have a question about Student Loans?

Hi, My brother intends on moving from oklahoma to Arlington Texas, and planned on attending a community college. 1.) Will he be able to obtain a student loan if he only intends on going to school with no job and payinf them back later after he graduates? 2.) Can you spend student loans on rent and cars? He needs transportation and a place to stay ofc. 3.) If he qualifies for a pell grant, is he capable of using that at the same time WITH a student loan?

1. Yes, he can receive a limited amount of federal student loans with no credit history and no income, and the payments can be postponed until after graduation. 1.) Your brother would be able to obtain a student loan so long that he is in a degree seeking program at the community college.
