Would this fix the economy and the environment?

This is what governments should do. Raise income taxes, but only the incomes of people and businesses which remain after all necessary expenses, so the tax becomes a 'profit' tax and no one is burdened by excessive taxations. Businesses who send jobs out of the country or pollute the environment should pay much higher taxes and those who do otherwise should pay much lower ones. Also, reduce immigration restrictions but impose profit taxes on all immigrants. Meanwhile, heavily reduce military and police spending at all levels of government, and downsize or eliminate secretive government departments and other black projects, like the NSA, and return more national defense costs to state levels. Eliminate corporate welfare and readjust social welfare to make it more economical. Then, gradually reduce spending in public departments where it's necessary to do so (so long as quality of service is not devalued or excessively reduced), and gradually reduce sales taxes, property taxes and tariffs while raising inheritanace and prize taxes. Replace minimum wage laws for all employees with guaranteed income adjusted to cost of living. Replace prisons with rehabilitation centers and make convicts work to provide for themselves and the public as well as compensate victims. Replace prison sentences with such forms of community service for all low level felonies and misdemeanors. Would all this work?
