2 adults 1 child best area Portland near Oregon Health & Science University?

I hate to ask this, because I know it's annoying but we were actually planning to move to seattle and knew it in and out (from east coast) but job fell through and now we only have a month to prepare for Portland instead! I don't need a lot of details I can research it myself I am in my 20s and will be moving with my mother and sister that is under 10. We are looking for somewhere we can survive with a salary of around 42,000. We will have to rent, or worst case scenario stay in a hotel but my overall question is what neighborhood should we narrow all of this down to? Not from the PNW region and I've never been to Portland. We would like an area that is really walkable and near transit. The job will be at Oregon Health & Science University so with no car what neighborhood is near them and meet the requirements? This is just starting out, we don't have a huge demand just safe, near transit, affordable and nice. thanks :)

Lucily Oregon has NO sales tax and that makes a huge impact on living cost. There is a good light rail that goes downtown from both sides of the city (both sides of the Willamette River). there is like three diff. apt complexes like 2 blocks above OhSU that have apts that start at around 700 a month. the Bus #8 goes right by them on top of marquam hill, I have rode it many times. the Bus #8 is one the most frequently running routes...
