How to get into electrical trade in UK Birmingham?

How to get into electrical trade in UK Birmingham??? I am really stuck now. I don’t know what’s the best way to find and work for some electrical company around Birmingham UK. I have completed all the theory units and exams of the new electrical course C&G2357, which including 17th edition as well. I need some on-site work experience before I can be full qualified. I have tried look for some work as electrician’s mate through Job Centre and on-line electrician’s agencies. So far no luck! I have also went on NICEIC website and found some electrical company details around my area, and I sent them letter to offer free labour. No luck again! I don’t know what should I do now! Although I don’t have much experience in the electrical industry, I am really hard working person who willing to work for free. I have everything and ready for work, such as 17th edition, PPE, hand tools, ECS card, own transportation + fuel. I don’t know why nobody would take advantage of my free labour? What should I do??? Why can't you work for yourself for now, doing small domestic if nothing else? Repairs can even be done without being registered. You have a level 3 qualification , are you not able to issue certs on that basis?
