How much money should I ask for as a kitchen cook for medium to upper class dining in Texas?

Some background: I'm applying for jobs in my town (about 50 - 100k including nearby cities) in Texas. I have prior experience, about 4 years doing the exact job I hope to get. I've cooked, grilled (steak and fish), and prepped cold foods. Last time I was in the field, I topped out at 9.50 an hour (but I was just a high school student then). Now I'm looking for a similar job, and was curious what i should ask for in payment during the interview. It has been my experience that an interviewer will ask you this question, and then undercut you no matter what they planned to offer. So, what should I ask for? If it helps, my references will be great ones. I've always been a solid employee. (despite the question category, this is not Dallas, but a bit South of it. the cost of living should be identical, however)

You should ask in the mid to upper teens. That way you can settled for a little less.
