What is a network design engineer?

I am looking at a masters degree course at a local university that I can continue onto after completion of my electrical/electronics degree, the course is a Telecommunications course and it consists of the following modules: • Network Simulation •Wireless Communications • Digital Telephony • Local and Wide Area Networks • Network Security • Broadcast Systems The information on the website says that after completion of the course it is possible to continue onto careers such as Network manager and Network design engineer. I am a bit unsure on what these jobs actually consist of, I mean I always thought of networking being mainly programming based like sitting there in an office programming in Java all day but this course doesnt seem to have any programming lessons, would it be a subject where there is a lot of electronics and circuits involved and is it a good choice after completing an electronics honors degree? A network is those sets of train tracks that people use with their little model train. So if you were a network design engineer, that means you'd design the traffic flows of the mini-trains.
