Is U.S. politics the most hypocritical? And how do they manage to do this?

Here you have article in Miami Herald saying "Funding scarce to repair, replace 'deficient' bridges", but on the other hand you had President Obama two or three years ago talk endlessly about the billions of dollars which would go into all infrastructures and the millions of jobs which would be created. So far no jobs seem to be anywhere, and on the other hand--in the always schizophrenic U.S. politics--you have Republican Florida and Louisiana governors saying they would NOT accept federal money, and they probably didn't. I don't know if they they did or not. But then you have City of Miami giving out $45 million dollars to the company creating the unnecessary tunnel (which will cost almost a billion dollars and its sole purpose is so the wealthy DO NOT see trucks going into the port!). You also have Miami-Dade county plans to replace all or most of the county's sewer at the tune of $12 billion, which will probably be closer to 18 or 20 by the time that the whole thing is planned, mapped, and re-mapped, etc. And right now the Republican Governor of Florida WILL be raising (supposedly) the salaries of all teachers up to $2k while big threats to Medicaid are always looming. So what's going on? What kind of games do state and federal politicians play that there is aways money around for all sorts of things around election time or whenever any of their buddies need his company to make more money pronto?!!! P.S. I won't be able to list here all the links regarding cronyism, bids and other situations between elected officials and private companies!
