H.R. Professionals - How do you view degree's and Certifications from various institutes?

Hi, I'm looking for individuals who have/or are working in H.R., preferably someone in a director type position. I am curious about the perception regarding certain degree's and certifications differentiating between online universities such as University of Phoenix and traditional Brick and mortar schools such as Cal State, UC, or even community type colleges. Do you value the degree's given by each of these differently? Is one or the other preferential? Would Salary differences come in to play? Are "online" for profit university degree's completely disregarded? Is it dependent on the position available? Etc... My next is regarding certification. How are certifications viewed in terms of qualification for certain positions? My curiosity is geared towards fields I feel maybe be "cert heavy" such as I.T., Paralegals and so forth...Does a combination of work experience without a degree and with certifications have similar quality in your eyes? Are you particular as to where these certifications are obtained? Any other input regarding this subject, or anything you feel maybe helpful in this arena would be greatly appreciated. Thank you!
