What diet/exercise routine works best for a flabby ectomorph?

So here's my situation: I'm an ectomorph, complete with narrow shoulders, small bone structure, and an overall slim figure. When I was a kid, I was skinny. I compensated for that by getting into martial arts and later by hitting the gym hard. I eventually was able to get myself big and muscular by lifting very heavy weights, doing very minimal cardio, and eating a lot (especially carbs). Any ectomorph knows that it's not as easy for us to bulk up. I looked great till my early 20's but then I got into a job that had crazy hours and had to stop the gym completely. Years later and I'm now 29, my limbs have shrunk back to their old thin selves. But the worst part is, since I guess my metabolism isn't what it was before, I now have a flabby paunch on my stomach all the way to my obliques and lower back. I'm not fat mind you - I'm still generally slim in appearance, and my stomach isn't that big, but it's definitely flabby and it's most definitely not flat and it's most definitely not nice to look at. And to make matters worse, my pecs (which I was so proud of before) have now sagged and are starting to look like man boobs. So today I decided to start going to the gym again (since I've resigned from my job) but I'm not sure what workout or diet to follow anymore. My goal is to pack on as much muscle mass as I can, but although I'm not after getting a ripped six pack, I do want to get my stomach back to flat. So here's my dilemma: Like I said, ectomorphs have a very hard time gaining mass. I was only able to do it by lifting very heavy weights, doing little cardio, eating a lot especially carbs, and working out one muscle group per day. Problem is, I also want to get rid of my fat and flab and to do that I know I have to start controlling my meals, do a lot more cardio, and maybe workout more than 1 muscle group per day. SO what workout and diet should I take? I researched online and all workouts I could find for ectomorphs are for the skinny ectomorphs. Nothing for slim ectomorphs with a flabby belly. And because I just resigned from my job, I also don't want to spend for a professional trainer at the moment. Advice?
