Why does the government limit the ability for poor people to marry?

Just a couple hours ago in the State of the Union Address by President Obama, he mentioned that he wants to help low income people get married. It seems a little messed up that the rules are rigged against you if you are poor and receive aid from the government. People don't want to get married if doing so means the government won't pay for a pregnancy and baby's health and nutrition...Perhaps the guy makes $2000 a month, which is above poverty but not too much to go around and he can't afford healthcare for the mother and baby. She keeps collecting welfare or SSI and lets the gov't pic up the tab for everything. Certainly there is a way for her to get married and still get the help they need to survive. Senior Citizens are in this boat. Currently a married couple can earn 1.5 times the highest collecters income. Some people think they want their whole they live in sin. My grandma got married by the church but not by the state for this reason because her first husband was a big wage earner and she almost maxed out the program. Her pseudo husband was also a big wage earner. They collected over $1000 a month more by not getting married. This isn't fair to people to have money get in the way of getting married. My Fiancee and I have been living in sin for 8 years. I proposed to her after the first year. I found out that if we get married we have to risk extreme poverty should she get sick again. By not getting married, we've saved hundreds of thousands of dollars in hospitalizations. I want to get married so bad, but I'm not willing to live on a street corner to do it. So why are the rules so aimed at income such that a person is penalized for getting married--and to make the matter worse the churches usually try to work with the state--so if you aren't willing to be honest with the state, many churches won't even marry you.

The government doesn't limit your ability to marry. Nobody is entitled to government handouts, despite what the liberal media would have you think. Could you take a second job? Have her get a job or two? Live on a smaller budget?

I heard his speech from Singapore. He made no mention regarding poor people marrying.
