Can I apply for job in US from India itself if I have approved, unused and expired H1B petition?

I have approved H1B petition which is unused and now expired. I never travelled to U.S. and thus my case is considered in "out-of-cap" category for H1b visa. I have 11 years of I.T. experience on Java/j2ee platform and worked on frameworks like Spring, JSF, Struts2, Hibernate etc. Is it possible to apply for J2EE Sr. Developer position by sitting in India ? If technical interview is cleared, are there any chances that some U.S. based company will process my H1B. ( I have -797 and the h1b petition approved in 2009 and never used that "cap" hence it is "out-of-cap"). Without any consultant or body shopper, is it possible that some U.S. company is going to process my H1B stamping ? and as it is "out-of-cap", I dont have to wait till Oct 2013 but can come to U.S immediately after stamping. Please provide me valuable inputs. Kind request.
