Why do public road construction jobs take FOREVER?

During the beginning of summer, there was a major construction job started on a 2 way 2 lane road. This is an important road (route shortcut) to get from point A to point B. 8 months later, a section of the road is nasty and muddy with huge fat 3 foot cones blocking it off and traffic is driving in a zig zag lane (1 on each side) in the middle. Once in a while, you will see people out there directing traffic and doing some sort of work. Why is it taking so long? Anyone have any ideas? It's frustrating!!! I live in Delaware by the way.

Because old and labor-intensive technology is used and because they are used as an excuse to employ people through back-door welfare.
