JSA and the potential pitfalls of setting up a personal business?

Hello, This is my first time using Yahoo Answers. I am currently on the Job Seeker's Allowance as a result of unemployment. I am interested in setting up my own company and I wish to do so in a transparent way. I intend to set up a project management business however as I am on the Job Seeker's Allowance I am currently engaged in a commitment to actively seek employment. Entering self-employment could be seen and possibly will be seen as a refusal on my part to uphold this arrangement as it could be argued that I would no longer be seeking employment. Needless to say that I am looking to create this business because I have a particular skill set that is in demand from small scale businesses. I have been approached by businesses that are looking for project managers that could assist them during specific phases of a project. A lot of small businesses are eager to have a project manager on board but not as full time employee who would later have no role in their company as a project enters a new phase or completion. I have written this question because I have been approached by various companies seeking to employ me via my own business but I lack one. They are not looking for an employee but to hire a business that specialises in services that I intimate knowledge of. I am interested in creating a company but I am uncertain where to start and I want to do so in a transparent way that means I am not contradicting my JSA agreement during the mean time.
