How many people normally get referred on a federal job vacancy?

Hello everyone - I am wondering, for a federal job vacancy with 8 positions to be filled, how many people would normally be found "best qualified" and referred to selecting official for further consideration? I applied for a federal job with 8 vacancies at the GS 5/6/7 level. The position stated that people would be ranked "qualified, well qualified, or best qualified" and only the "best qualified" people would referred to the selecting official. I am just wondering typically how many people are on that "best qualified" list that *actually get referred* to the selecting official. I know it probably depends, but I am just wondering what the average number would be for an 8 vacancy job positing. Thanks for any information!

For 8 positions, they may refer 20 to 30 people...just understand that the federal government has been receiving 200 to 300 applications for each entry level position - and also that vets and some other get a 5 or 10 point preference. They may also refer more than 20-30, because they either refer only the veterans in the best qualified category, or they refer everyone in the best-qualified category. They can't pick and choose whom to send and whom to not send. So if there are 45 applicants in the best-qualified category --and not enough veterans to... More
