I have applied for several federal jobs. I have always gotten an e-mail stating that "you are qualified, but not among the top so we are not referring your application to a hiring manager." However, about two weeks ago, I got an e-mail stating that I am qualified for a contract specialist training program I applied to and they have forwarded my application. But I haven't heard anything further since then. Should I just give up on this?

Currently I am reading some books on how to prepare resumes for federal jobs. I looked in usajob.opm.gov for jobs and apply, but I always seem to not even get called (not pass the first screening). I currently have a bachelors degree in Information Technology, planning on getting my master starting on march 23 and hold 4 comptia certifications (will get some microsoft ones soon). What am I doing wrong? I understand that many people prefer to work in the states and I am looking at overseas jobs. I forgot to mention that I served in the U.S. Navy for 7 years, so I have veterans preference. Check my online portfolio at http://www.prnetcom.com/portfolio/index.html and let me know what i might be doing wrong. My resume is in there too.
