What is the difference between a program coordinator and a program manager?

program coordinator: coordinating. in other words you beg, cajole to get things done because the all those under your gambit do not report to you. you are in lower case. Program Manager: you crack the whip to get this done. you are capital letters. they either report to you or you have the stick and carrot.
